Fiber Optic Utility Construction
A Note from the Township
Over the next several months—and possibly over the next year—multiple fiber optic companies will be installing fiber optic cable throughout the Township. Fiber optic providers are classified as utilities and are regulated by the Pennsylvania Public Utility Commission (PUC) rather than municipal governments. The Township’s role is to verify that any company performing work within the Township has been approved by the Pennsylvania Public Utility Commission and has provided the Township with a valid Certificate of Insurance. These companies will be installing fiber using two different methods:
Underground Installation
One method involves placing underground cable within the public right-of-way, typically located along the side of the road. If your neighborhood currently has underground electric and cable service, the new fiber service will also be installed underground. This work may take place in portions of residents’ yards that are located within the public right-of-way. Contractors are responsible for restoring any disturbed areas, including lawns, once installation is complete. In some locations, small utility boxes may be installed to allow access to the fiber lines for maintenance or when a resident chooses to subscribe to fiber service.
Aerial Installation
The second method involves aerial installation on existing telephone poles. Companies performing this work must obtain permission from the owner of the poles before attaching fiber lines. In many areas of Hanover Township, telephone poles are located behind homes within utility easements. Contractors will require access to these easements to complete the installation. As with underground work, contractors are responsible for repairing any damage caused during installation.
Again, fiber optic providers are regulated utilities, and the installation of fiber infrastructure is overseen by the Pennsylvania Public Utility Commission. The Township will continue to monitor activity to ensure contractors meet required insurance and regulatory standards. We appreciate your patience as this work is completed and recognize that expanded fiber optic service can provide residents with additional options for high-speed internet access (Broadband).
