Hanover Township’s trash and recycling contract with Republic Services ends this December, and as required by law, the Township solicited bids for a new contract. Due to changes in the waste management industry, no hauler offered the exact same service currently in place. The Township awarded the new contract to Whitetail Disposal, which will begin service on January 1, 2026. Whitetail will soon have a dedicated Hanover Township website with information for the residents. Once the Hanover Township Whitetail website is available the Township will provide the web address to our residents. - Can we put out more than one toter for garbage or recycling?
- You may get a second toter directly from Whitetail for a one-time service fee of $80.00. There is no additional charge for curbside collection.
- Can we use our own bins?
- All residents must use the toters provided by Whitetail. Two toters—one for trash and one for recycling—will be delivered free of charge to all residents in December.
- What if the toters are too large and we don’t have much garbage? Can we receive a small toter?
- After Whitetail begins collection, residents may contact the Township to request smaller toters. There is no discount for choosing smaller sizes.
- When will our bill be due?
- Per Township ordinance, trash bills are due to the Township by April 15 each year.
- When will the new hauler take over pickup?
- Whitetail Disposal will begin waste and recycling collection in the Township on January 1, 2026.
- Can we use our old toters / bins / cans for yard waste?
- Residents may repurpose their existing trash cans for yard waste, as long as they are rigid with solid sides. Please clearly label these cans with “YW.” If your yard waste collection occurs on the same day as trash and recycling, place trash and recycling on one side of the driveway and yard waste on the opposite side.
- How often will recycling be picked up?
- Recycling will continue to be collected every other week, as it is now. Whitetail is finalizing the collection schedule and will aim to keep pickup days consistent with the current Republic schedule.
- If I have more trash one week, can I put out my recycling toter for additional trash?
- Recycling toters have a different color lid and are designated for recyclables only. They will not be collected if used for trash.
- Why was Whitetail selected? (PA laws, bid process, bids received, etc.)
- Our current contract with Republic Services, a five-year agreement, will expire at the end of this year. That contract was originally bid in 2020 during the COVID-19 pandemic. In accordance with Pennsylvania law, the Township is required to publicly bid a new refuse and recycling collection contract. Earlier this year, the Township solicited bids for two service options:
- Option 1 – Manual Collection, which would continue service similar to our current system, and
- Option 2 – Automated Collection, which has become the preferred and more efficient method of trash collection.
- The Township received one bid for the manual collection option, totaling $9,658,992 for a five-year term. Three bids were received for the automated collection option. After review, the Township awarded the contract to Whitetail Disposal, the lowest responsible bidder, with a total five-year contract amount of $6,443,414.
- Republic Services, our current hauler, did not submit a bid for manual collection and only provided pricing for automated service.
