MONTHLY WORKSHOP MEETING
MAY 15, 2001

The monthly Workshop Session of the Board of Supervisors, Hanover Township, Northampton County, Pennsylvania was called to order by Chairman Stephen Salvesen at the Hanover Township Municipal Building, 3630 Jacksonville Road, Bethlehem, Pennsylvania, 18017 at 7:30 P.M.

Present were Supervisors Colon, Walbert, Diacogiannis and Finnigan, Engineer Birdsall, Solicitor Broughal and Township Manager Jim Sterner.

Mr. Finnigan updated the Board that the Community Center will be hosting "Ready To Read" for children ages 3—6 on May 23, 2001 and dedicated the month of June as Hanover Township Literacy Month. Mr. Finnigan has a proclamation for approval.

Mr. Finnigan moved that the Board approve the following proclamation 01—01 for the month of June being dedicated as Hanover Township Literacy Month:

PROCLAMATION NO. 01—01

A PROCLAMATION BY THE BOARD OF SUPERVISORS, HANOVER TOWNSHIP, NORTHAMPTON COUNTY, PA PROCLAMING THE MONTH OF JUNE 2001 AS "HANOVER TOWNSHIP LITERACY MONTH".

WHEREAS, the Hanover Township Community Center will host a "ready to Read" kick—off party on May 23, 2001 from 12:30 until 2:00 p.m. at the Lion's Pavilion located on the Municipal Tract for children ages three (3) to six (6) with an appearance by PBS's TeleBear and other celebrity guest readers; and

WHEREAS, the Board of Supervisors' realize the importance and benefit of learning to read at an early age; and

WHEREAS, the Board of Supervisors' believe strong readers make tomorrow's leaders; and

WHEREAS, the Board of Supervisors' also realize that literacy is important to members of all age groups from our toddlers to our seniors.

NOW, THEREFORE, BE IT AND IT IS HEREBY PROCLAIMED, by the Board of Supervisors of Hanover Township, County of Northampton, and the Commonwealth of Pennsylvania:

That the month of June 2001 is hereby proclaimed as "Hanover Township Literacy Month".

Mr. Colon seconded the motion.

Mr. Salvesen yes, Mr. Colon yes, Mr. Walbert yes, Mr. Diacogiannis yes, Mr. Finnigan yes.

 

Mr. Salvesen opened the Public Hearing for the Liquor License Transfer for Pane Vino Restaurant.

After everyone who wished to speak, had spoken, the Board took the following action.

Mr. Salvesen moved that the Board approve the following Ordinance regarding the Liquor License Transfer for Pane' E Vino Restaurant:

ORDINANCE NO. 01—07

AN ORDINANCE OF THE TOWNSHIP OF HANOVER, NORTHAMPTON COUNTY, PENNSYLVANIA, APPROVING THE REQUEST OF PANE' E VINO, INC. TO TRANSFER A LIQUOR LICENSE FROM WINDMILL RESTAURANTS, INC. TO PANE' E VINO RESTAURANT LOCATED AT 1267 SCHOENERSVILLE ROAD, BETHLEHEM, NORTHAMPTON COUNTY, PENNSYLVANIA, PURSUANT TO THE PENNSYLVANIA LIQUOR CODE.

Mr. Walbert seconded the motion.

Mr. Sterner stated that there is a safety factory here because of the neighborhood where the restaurant is located. There is no parking now and the people are parking up and down both sides of the entire street, should have some kind of bearing on the health, safety and welfare of the people living in that surrounding area.

Mr. Colon asked if the Board could put conditions on this.

Mr. Broughal stated that the application is based on the Township approving the transfer, unless it finds it would adversely affect the health, welfare and morals of the municipality.

The Board discussed the parking and the effect it has on the neighborhood.

Mr. Salvesen yes, Mr. Colon yes, Mr. Walbert yes, Mr. Diacogiannis yes, Mr. Finnigan no.

The motion passed by a 4—1 vote.

Mr. Salvesen closed the formal portion of the meeting and opened the regular workshop session.

Mr. Bill Barrett from PNC Bank was present to discuss the Pension Plan with the Board.

Upon motion of Mr. Colon, seconded by Mr. Diacogiannis, the Board approved adjournment at 8:05 P.M.
