
MONTHLY WORKSHOP MEETING
August 21, 2001
The monthly Workshop Meeting of the Board of Supervisors, Hanover Township, Northampton County, Pennsylvania, was called to order by Chairman Stephen Salvesen at the Hanover Township Community Center, 3660 Jacksonville Road, Bethlehem, Pennsylvania, 18017 at 7:30 P.M.
Present were Supervisors Colon, Walbert, Diacogiannis and Finnigan, Engineer Birdsall, Solicitor Broughal, Manger Sterner and Public Works Supervisor Kevin Healy.
It was noted for the record that there would not be a hearing for WaWa tonight. The conditional use hearing was rescheduled for September 18, 2001.
A discussion was held concerning the PORR amendment vote.
Mr. Salvesen moved that the Board approve to table the amendment to the PORR Zoning District vote until September 11, 2001.
Mr. Finnigan seconded the motion.

Mr. Jack Berk and Mr. Robert Schoenen were present representing the Bethlehem Area Public Library.
Mr. Bob Schoenen, Township representative to the Public Library stated that they are here tonight to present the census figures and the new calculations that were previously discussed with Township Manager Sterner.
Mr. Jack Berk stated that Hanover Township has been in a contract with the Public Library since 1963. Every ten years the library adjusts the funding based on the per capita using the census. Mr. Berk gave an outlook on the census and the procedure the library takes to make these adjustments. Mr. Berk thanked the Township for their past support and look forward to working with the Township in the future.
Mr. Gillespie was present representing the proposed hotel. They are trying to complete the agreements but they did not get done. Hopefully by September 11, 2001, everything will be in place.

Jean Faust suggested that a policeman be stationed at Shelley Lane and Stoke Park Road to make sure the drivers stop at the stop sign. People do not stop; they slow down but continue to go through the stop sign.
Mr. Salvesen asked that Mr. Sterner contact Chief Spang.
Regina Costantino stated that she talked with Chief Spang regarding this intersection and suggested that a crossing guard be placed there or some other type of signalization to alert drivers to the children. Mrs. Costantino also suggested that the crossing guard at Lord Byron Drive and Stoke Park Road have orange cones at the centerline to make it more visible for the drivers. Mrs. Costantino stated that Chief Spang is willing to work with us to make this intersection safer for the school children crossing there.
Don Loring was present to state that at one time there was a stop sign at Lord Byron and Kenwood. The traffic on Kenwood is driving extremely fast and asked that the Board take into consideration to a stop sign being put back at that intersection.
Mr. Salvesen stated that the Township must follow PennDot traffic regulations.
Mr. Finnigan stated that the Township just had a traffic study done to see if a stop sign is warranted at the intersection of Jacksonville Road and Stafore Drive and it did not meet the regulations.
A resident stated that cars are cutting through the service road from Valley Center Parkway to Kenwood Drive. They are going over the grass to avoid the traffic on Schoenersville Road.
Mrs. Costantino asked Mr. Broughal to give an update on the Extended Stay matter.
Mr. Broughal stated that the Township decided that there are a number of miscellaneous zoning issues that need to be taken care of. An ordinance is being drafted for the Board's review and should have the "draft" for their meeting of September 11th that incorporates those requested changes and clean—up matters.
Attorney Jon Schwartz representing John Sitaris of 2355 Schoenersville Road stated that a full service hotel would increase traffic, trash and the water and sewage capacity. It will use 9 million gallons of water a year. This hotel will be next to an elementary school and township residents. A full service does not work in this area.
Upon motion of Mr. Salvesen, seconded by Mr. Finnigan, the Board approved adjournment at 8:10 P.M.
